European Cities Deploy NVIDIA AI Agents for Smarter Urban Operations
European cities and local partners are building urban AI projects on an NVIDIA technology stack. Côte-d’Or is the only announced case with a quantified result; other projects remain in pilot, testing or planning stages.

A scalable operating stack, not just a model
NVIDIA says cities and local software, infrastructure and integration partners across Europe, the Middle East and Africa are using NVIDIA-accelerated computing to build physical AI agents and digital twins for maintenance, urban planning and public services.
The urban AI stack uses the open NVIDIA Cosmos models and the NVIDIA Metropolis VSS (video search and summarization) blueprint together to help agents interpret video, alongside Nemotron for information reasoning and Omniverse for digital twins. An earlier NVIDIA technical article described a three-stage process: simulate and generate synthetic data with Cosmos and Omniverse, train vision AI models, then deploy real-time video-analysis agents with Metropolis and VSS.
Côte-d’Or: more than 500 public buildings and a 30% cost target
In France, Côte-d’Or is working with Akila and ThinkDeep on sovereign digital-twin operational agents covering more than 500 public buildings. NVIDIA says the system has reduced total operating costs by 10%, with a target of a 30% reduction after the deployment is expanded.
Explainx.ai says Côte-d’Or is the only project listed in the announcement to report a quantified result; the other projects are primarily still at the pilot, testing or planning stage.
Other cities are deploying, testing or exploring
NVIDIA says an NVIDIA-powered local AI factory in the Milan area began deployment in Cinisello Balsamo and is planned to expand to four more municipalities, with services including real-time translation, citizen chatbots and procurement and funding assistance. At the Port of Antwerp-Bruges, Milestone and Dell Technologies are testing agentic vision AI trained on synthetic data for complex scenarios including oil-spill alerts.
In the Liverpool City Region, K2K is exploring an AI factory built with NVIDIA-accelerated computing, Cosmos and a VSS blueprint to test transport and safety applications. In Gothenburg, Sweden, the Younite digital-twin project is part of the EU’s Citiverse initiative and aims to simulate urban changes and provide previews of entrances, seating and crowd conditions before events.
NVIDIA says moving cities from pilots into daily operations requires infrastructure that can handle local data, customize models and run AI agents. Partners are combining NVIDIA computing, networking and storage into local AI factories.
